Darrell Rochester, PE, LEED AP

Darrell K. Rochester applies large-project design experience and direct land development experience to meet clients’ needs while satisfying governmental requirements. His decades at Rochester | DCCM combined with his work at an ENR100 firm and an international developer of large Master Planned communities has given him the insight to successfully develop project scopes, plans and schedules, and conduct analysis, design efficiency and cost feasibility studies.

His high standards for quality assurance and quality control on high profile and multi-year projects have earned him recognition in the southeastern engineering community; most notably being named to Georgia Trend Magazine’s Top 40 under 40 and one of Georgia Institute of Technology College of Engineering’s Outstanding Young Alumni.

President and COO

Brian Rochester

Brian Rochester is President and COO of Rochester | DCCM, a premier civil engineering and land surveying company. He coordinates the day-to-day operation of the business and has been a part of helping develop many of the regions high profile projects.  

Brian’s community involvement includes serving as a small group Bible study teacher, Vice-Chair of the Gainesville Hall Development Authority, Past Chairman of the Greater Hall Chamber of Commerce, Past Chairman of the Economic Development Council, current board member of the Melvin Douglas and Victoria Kay Ivester Foundation, the New Work Foundation, Olympic Park Foundation Board, as well as many other non-profit organizations. 

Brian and his wife Alana have been married for over 30 years and have three grown children. He is a native of Gainesville-Hall County and holds a Bachelor of Science in Civil Engineering from The Citadel in Charleston, SC.  

Executive Vice President

Kedrick C. Scott, PE, PLS

With over three decades of industry expertise spanning construction management, civil engineering, and land surveying, Kedrick Scott serves as the Executive Vice President at Rochester & Associates. Armed with a bachelor’s degree in civil engineering technology, his career trajectory was influenced by his upbringing in a family deeply entrenched in construction and land development. Today, Kedrick applies his technical acumen and practical insights to guide clients towards their development objectives through collaborative problem-solving and a grounded approach.

Outside of his professional endeavors, Kedrick finds fulfillment in outdoor adventures with his wife, Missy, particularly through hiking and wildlife photography. Actively engaged in their church and community, the couple prioritizes family bonds, cherishing moments with their daughter, son-in-law, and grandchildren. Kedrick’s philosophy underscores the transformative power of experiences, driving his commitment to inspire others through his journey and interactions, believing that leveraging both successes and setbacks can foster meaningful connections and positive change.

Jeff Collins, PE, PLS

Jeff has a bachelor’s degree in civil engineering and is a licensed professional engineer and surveyor with a diversified background.  He has experience in public infrastructure as well as private land development from planning and design through construction including client and project management responsibilities.  Jeff leads the Fayetteville team and serves as Sector Leader for commercial and government projects.  When not working with his Rochester family to deliver quality projects for their clients, he most enjoys spending time with his wife and two daughters.

Eric Chini, PE

Eric is a seasoned Senior Vice President with a passion for engineering excellence. With a bachelor’s degree in civil engineering obtained in 1993, Eric brings over 30 years of experience to his role. He holds professional engineering licenses in New Jersey, Georgia, and Florida, reflecting his expertise and commitment to the field. 

At the helm of an engineering team, Eric oversees a diverse portfolio spanning commercial, industrial, manufacturing, residential, higher education, and municipal projects. His leadership extends from the conceptual phase through site construction, ensuring projects are executed with precision and efficiency. 

Eric’s forte lies in project management, where he excels in developing project scopes, managing schedules, and overseeing design processes. His collaborative approach involves coordinating with design technicians, consultants, surveyors, and local agencies to navigate permitting processes seamlessly. 

Beyond his professional endeavors, Eric cherishes quality time outdoors and traveling with his wife. Together, they embrace the joys of spending time with their blended family of five children.

Jarrod Black, PLS

While working with Rochester over the past 20 years, Mr. Black has become a proven leader of the survey and mapping aspects for land development projects.  As Senior Vice President, Jarrod currently leads his staff in providing the crucial surveying components for numerous state, federal and municipal projects.  Mr. Black earned a degree from Indiana University and a Certificate in Geomatics from Middle Georgia College.  He is a professional land surveyor in Georgia, North Carolina, Tennessee, and the US Virgin Islands.  An avid college basketball fan, Mr. Black can be found cheering on his Hoosiers to another, eventual 6th National Championship. Along with his wife, Erin, Jarrod’s favorite thing in life is spending time with his girls attending church and navigating their sporting and academic achievements.

Lee Phillips

Lee earned a bachelor’s degree from The University of Georgia in Agricultural Technology Management, College of Agricultural Engineering – 1989.  Before coming to Rochester, he worked for an environmental consulting and analytical firm, solid waste firm and civil engineering firm.  As Senior Vice President, Lee focuses on public sector civil engineering and survey services for services for numerous local, State and Federal clients across the southeast and U.S.  He is building and growing relationships with new and existing clients, and mentoring project managers.  Lee and his wife have two daughters, two sons and three grandchildren and is active in ministry.
