Regional Executive – Southeast
Darrell Rochester, PE, LEED AP
Darrell Rochester coordinates the strategy and day-to-day operations of Rochester | DCCM. He is responsible for client development and coordination of highly visible projects of the firm, including infrastructure for federal, state, and municipal projects. In addition, he has worked with more than 50 universities throughout the southeastern United States.
Darrell’s high standards for quality on high-profile and multi-year projects have earned him recognition in the southeastern engineering community; most notably being named Chairman of the Board of ACEC Georgia, Board of Governors for the Georgia Chamber, Georgia Trend Magazine’s Top 40 Under 40, and Georgia Institute of Technology’s College of Engineering’s Outstanding Young Alumni through the years.

Brian Rochester
Brian Rochester is President and COO of Rochester | DCCM, a premier civil engineering and land surveying company. He coordinates the day-to-day operation of the business and has been a part of helping develop many of the regions high profile projects.
Brian’s community involvement includes serving as a small group Bible study teacher, Vice-Chair of the Gainesville Hall Development Authority, Past Chairman of the Greater Hall Chamber of Commerce, Past Chairman of the Economic Development Council, current board member of the Melvin Douglas and Victoria Kay Ivester Foundation, the New Work Foundation, Olympic Park Foundation Board, as well as many other non-profit organizations.
Brian and his wife Alana have been married for over 30 years and have three grown children. He is a native of Gainesville-Hall County and holds a Bachelor of Science in Civil Engineering from The Citadel in Charleston, SC.

Kedrick C. Scott, PE, PLS
Kedrick Scott is the Executive Vice President at Rochester | DCCM, bringing more than 30 years of experience in construction management, civil engineering, and land surveying. His practical, down-to-earth approach helps clients effectively achieve their development goals.
Outside of his professional work, Kedrick and his wife, Missy, are deeply involved in community service. They actively support their church and local initiatives, embodying a strong commitment to serving others that permeates both their personal and professional lives.
Kedrick earned his Bachelor of Science in Civil Engineering from Southern Polytechnic State University.
Kristin Rentz, CPA
Kristin Rentz, CPA is the Chief Financial Officer at Rochester | DCCM, with over three decades of experience in public and private accounting. A graduate of the University of Georgia with a Bachelor of Business Administration in Accounting, Kristin has focused her career on financial management and reporting. She works closely with leadership to provide strategic recommendations and oversees financial planning and reporting.
Kristin and her husband, Steve, reside in Gainesville, GA. They have been married for over 30 years and have two grown children. She and Steve enjoy serving others through their church and the various charitable organizations they support in their community.
Jeff Collins, PE, PLS
Jeff has a bachelor’s degree in civil engineering and is a licensed professional engineer and surveyor with a diversified background. He has experience in public infrastructure as well as private land development from planning and design through construction including client and project management responsibilities. Jeff leads the Fayetteville team and serves as Sector Leader for commercial and government projects. When not working with his Rochester family to deliver quality projects for their clients, he most enjoys spending time with his wife and two daughters.
Eric Chini, PE
Eric is a seasoned Senior Vice President with a passion for engineering excellence. With a bachelor’s degree in civil engineering obtained in 1993, Eric brings over 30 years of experience to his role. He holds professional engineering licenses in New Jersey, Georgia, and Florida, reflecting his expertise and commitment to the field.
At the helm of an engineering team, Eric oversees a diverse portfolio spanning commercial, industrial, manufacturing, residential, higher education, and municipal projects. His leadership extends from the conceptual phase through site construction, ensuring projects are executed with precision and efficiency.
Eric’s forte lies in project management, where he excels in developing project scopes, managing schedules, and overseeing design processes. His collaborative approach involves coordinating with design technicians, consultants, surveyors, and local agencies to navigate permitting processes seamlessly.
Beyond his professional endeavors, Eric cherishes quality time outdoors and traveling with his wife. Together, they embrace the joys of spending time with their blended family of five children.

Jarrod Black, PLS
While working with Rochester over the past 20 years, Mr. Black has become a proven leader of the survey and mapping aspects for land development projects. As Senior Vice President, Jarrod currently leads his staff in providing the crucial surveying components for numerous state, federal and municipal projects. Mr. Black earned a degree from Indiana University and a Certificate in Geomatics from Middle Georgia College. He is a professional land surveyor in Georgia, North Carolina, Tennessee, and the US Virgin Islands. An avid college basketball fan, Mr. Black can be found cheering on his Hoosiers to another, eventual 6th National Championship. Along with his wife, Erin, Jarrod’s favorite thing in life is spending time with his girls attending church and navigating their sporting and academic achievements.
Lee Phillips
Lee earned a bachelor’s degree from The University of Georgia in Agricultural Technology Management, College of Agricultural Engineering – 1989. Before coming to Rochester, he worked for an environmental consulting and analytical firm, solid waste firm and civil engineering firm. As Senior Vice President, Lee focuses on public sector civil engineering and survey services for services for numerous local, State and Federal clients across the southeast and U.S. He is building and growing relationships with new and existing clients, and mentoring project managers. Lee and his wife have two daughters, two sons and three grandchildren and is active in ministry.
